Knoxville, TN HVAC permit requirements

2024 IRC with City amendments (Knoxville Code Sec. 6-41/6-42; Ord. O-125-2024, Oct 29, 2024). Chapter 11 amendments: N1102.5.1.2 testing is replaced with the 2009 IRC testing/visual inspection option; 'Section N1103.3.7 (R403.3.3) Duct System Testing and Section N1103.3.8 (R403.3.8) Duct System Leakage are optional'; Tables N1102.1.3/N1102.1.2 are replaced with the 2009 IRC tables.

2018 IECC with City amendments (Sec. 6-51/6-52: 'The International Energy Conservation Code, 2018 edition ... is hereby adopted as the Energy Conservation Code of the City of Knoxville'). Plus the amended 2024 IRC Chapter 11 for dwellings.

2024 IRC M1401.3 is kept; the Sec. 6-42 amendments contain no M14xx/M16xx sections. The City also amends the Table R301.2(1) footnote 'n': 'Values to be determined from Table 1a or 1b from ACCA Manual J as deemed necessary by the Mechanical/Electrical/Plumbing Chief.'

2024 IRC M1601.1 is not amended by Sec. 6-42 (Manual D, the manufacturer's instructions, or other approved methods).

Not verified. The City's energy code is the 2018 IECC plus the amended 2024 IRC Chapter 11 (2009 prescriptive tables, visual inspection option, duct testing optional). The City does not list compliance tools.

No City mechanical/HVAC permit checklist or Fast Fact guide covering load calculations was found. The Fast Fact Guides list has no mechanical/HVAC guide. Plans are submitted through the City's 'KnoxPlans' digital review system.

Unresolved mismatch. The City's Construction Codes page lists the '2024 International Mechanical Code (IMC)', but the codified Municode Sec. 6-81 still reads 'The International Mechanical Code, 2018 edition'. The energy code remains 2018 IECC; the City's 2024 update presentation noted 'IBC Chapter 13, IRC Chapter 11, IECC--Not published as of 8.5.2024.'
